Yes, it is. Although, honestly, I find it kind of hard to believe anyone would actually bother giving out a genuinely low rating on one of these unless they were going out of their way to be rude.

I suppose so. Instead of keeping it to themselves, it'd be considered rude to provide a low ranking, especially at someone they may not be familiar with.
However, some people appreciate the honesty.
Would you not prefer an honest answer, as opposed to compliments that might as well be out of obligation?

I think that's fair, personally, but I think I'd have to really know someone before I'd want to be that honest with them. If they're the sort that would appreciate that honesty, then I'd give it to them straight, but you can't really know that until you have a good assessment of their character.
