Well, it does depend on the environment, I suppose. Back in the Northern Water Tribe, we tend to keep things like that behind closed doors, but Republic City can be a little bit looser depending on what company you're keeping.
I don't think it's quite as extreme as putting intoxicants in chocolate that make you really want to hold people's hands, though.
